MOBILE COMMUNICATIONS HOLDINGS INC. APPOINTS BRIAN WILLARD DIRECTOR OF CORPORATE COMMUNICATIONS

WASHINGTON, DC, April 20, 1998--Mobile Communications Holdings, Inc. (MCHI) today appointed Brian R. Willard, to the position of Director, Corporate Communications. He reports to David Castiel, President and Chief Executive Officer of MCHI.

MCHI is currently building the Ellipso™ satellite-based communications system that will provide low cost and high quality, mobile and fixed, digital voice and data services worldwide when launched in 2000.

Mr. Willard will be responsible for coordinating all internal and external communications, including advertising, public relations and marketing communications for MCHI.

"As MCHI prepares to construct the Ellipso™ system," said Mr. Castiel. "it is essential that we effectively present our goals and progress to our partners, investors, the telecommunications community and the public. I see Brian as an essential member of the MCHI team and the leader for this effort."

Mr. Willard joins MCHI with over sixteen years of experience in the telecommunications and public relations fields. While with Booz-Allen & Hamilton, GRC International and most recently TASC, he supported various Department of Defense (DoD) and Executive Branch organizations involved with telecommunications and spacecraft operations. While on assignment with the Ballistic Missile Defense Organization, he provided public affairs support for the Clementine Mission, a DoD spacecraft experiment that explored the Moon. He also served in the U.S. Navy as a public affairs officer and a shipboard communications officer.

Mr. Willard holds a master's degree in Telecommunications from The George Washington University in Washington, DC, and a bachelor's degree in Physics from Villanova University in Villanova, PA. He is currently a Commander in the Naval Reserve, assigned to the Naval Research Laboratory in Washington, DC. Mr. Willard resides in Centreville, VA.
