MOBILE COMMUNICATIONS HOLDINGS INC. APPOINTS
PETE RUSTAN VICE PRESIDENT, SPACE SEGMENTS

WASHINGTON, DC, May 28, 1998--Mobile Communications Holdings, Inc. (MCHI) today appointed Dr. Pedro (Pete) L. Rustan, Jr., to the position of Vice President, Space Segments. He reports directly to Dr. Bill Tankersly, Senior Vice President of Technology and Operations.

MCHI is currently building the Ellipsoä satellite-based communications system that will provide low cost and high quality, mobile and fixed, digital voice and data services worldwide.

Dr. Rustan will be responsible for the design, construction, launch and operation of the Ellipso satellites, as well as their integration with ground TT&C and operations sites. He will direct the space segment prime contractor, The Boeing Company, as well as The Harris Corporation, builder of the spacecraft payload, Israel Aircraft Industries and other sub contractors.

Dr. Rustan joins MCHI with over 28 years of experience in the spacecraft business. While with the Department of Defense (DoD) he was the Mission Director for the Clementine spacecraft, which mapped the surface of the Moon and discovered the presence of ice at the Lunar South Pole. His last position was as Director of Small Satellites at the National Reconnaissance Office (NRO), where he was instrumental in persuading the NRO to migrate from a few large, expensive satellites towards a constellation of many, inexpensive spacecraft. He retired as a Colonel from the U.S. Air Force in 1997.

Dr. Rustan has received many international and national awards, including the Aviation Week and Space Technology Laureate, the Disney Discover Award for Technological Innovation, the National Space Club Astronautics Engineer Award and the NASA Outstanding Leadership Medal.

Dr. Rustan holds a Ph.D. in Electrical Engineering from the University of Florida, and a M.S.EE and a B.S.EE from the Illinois Institute of Technology. He currently resides with his wife and their two children in Woodbridge, VA.
